Major Phoebe, also known as Say4321, is a Club Penguin Army major and head of the RCRFCP. She is currently one of the longest serving members in the RFCP. Her most notable characteristic is her amusing personality and great mutual understanding she creates among the bonds she has, which make the army a more familiar ground for new recruits and newcomers alike. Her efforts to the Ecumene are invaluable.

Chapter I: Beginnings
Say joined on july 3rd or 4th and quickly began creating herself relations within the army. She became aware of the RFCP when RomanPrince, an ally of the RFCP and former rogue prince, gossiped with her and mentioned the army. Say became interested and desired to join and experience it for herself. She had joined as the LGA wars were unfolding during the summer of 2019.
